No, pretty sure the admin would be able to determine if the user requesting them actually wants them for use. And no I do not think all admins would need to vote on it. Once again Patroller(on LMBW at least, since we merged it with rollback) only gives you a few minor tools, so it really doesn't need to be a big deal.

Why would they disagree? Users who would actually use them should be easily distinguishable from users who just want them for the sake of having them.
Madkat is right. It's generally clear if a user has a use for the rights and can be trusted. It doesn't require a vote at all. If there are any concerns other users may have, they should be able to state those where the user requested them, but it's not a situation of supporting or opposing them. It's a situation of "should this user have these rights" or "should this user not have these rights", which is determined as to whether or not they have a use for them and wouldn't abuse them. Here is an example of a request for rights page that doesn't involve a community vote. It does outline that generally (but not restricted to) 200+ edits is what you should have if you want that right and gives you a link to where you can learn how to properly use that right. Then on each request, an admin makes a determination as to whether a user can use that right or not. No vote, no hassle.
