Remove Recommendation for Rights system

So as seen at Thread:195209, we had a vote on this in the past, but it was just made because the old RFR was never used, Now, however, it's being used again my some users to the point where it may result in promotions. Walruse said that this would get the vote supports (copy and pasted):

"The old RfR system gives the admins the choice whether to promote people or not. In the name of democracy, we should abolish it."

Like he said it would (albeit when he said it he seemed to mean it sarcastically), now that we have an actual reason, I see that this vote could easily pass. In addition, we voted to remove petitions for the same reason, and that passed. I vote support.

Star now has 10 recommendations. Why would we want to delete a system which is being used by the people here?

Alemas, that's the first reccomendation in a very long time, it's hardly being actively used.

Literally the only reason it started being used again was because Luna refused to edit thus couldn't use RequestsFR(And even then, now she has edited), and Star didn't want to use RequestsFR(From what I've heard).

But it is being used. Doesn't really matter why. And if you look at the RfR page history, it has had a bit of a revival since the start of the year...

Yes it has been used infrequently lately, but my point still stands.
