So thanks to a lovely idea by Luke, I realized that a neutral section in emoticon votes would be necessary because there are many who honestly don't care/have an opinion on an emote getting into chat, where just editing the comments doesn't do their thoughts justice.

No. They would be unnecessary as they wouldn't have an impact on the outcome, no need for the extra clutter. If you don't care then just don't vote.
