The title is pretty self-explanatory.
Anyway, to elaborate a little, its rather common for users to put up RfRs and then have users who have been retired or inactive come back and oppose just because they hold grudges towards the person running. I find this unfair because if a user has been retired for 6 months, they only know what the running user was like 6 months ago. They don't know if they changed, and typically they dont even want to accept the fact that they changed if they did. And thus, in that example, a user who should have no say in what rights another user has, throws off an RfR. This is also an occurence on Community Votes. Say we're holding a vote to unblock a word on chat and a user who hasnt been on chat in three months and will not be coming on again any time soon opposes the unblocking of the word. It just seems very unfair to me.Anyway, the specifics of determing if a user is inactive is going to be complicated so if the vote passes I will create another vote to follow this one and we can vote on the specifics. :P
