Considering the fact that Discussion Moderators are supposed to moderate discussions, and RfRs typically fall under that jurisdiction, it seems silly to not let them be able to close the requests. This is just to help keep things running smoothly when admins aren't available to take care of them (which seems to be all the time nowadays). Also, they still do the actual promoting.
