I don't think there's a way to do this without being given admin?
It is, if you just ask Staff to put the editinterface right on a local usergroup. We have this for our Ambassadors on Picsou Wiki.

Aha, no problem. That's quite bad from Fandom though, because customed usergroups could really improve a wiki's administatration, with what the community really needs.
However, what is still possible now for admins is to edit existing usergroups. So you could "bypass" this Fandom policy by giving an existing usergroup (such as Rollback) wanted rights, and also by asking to rename it. That is possible and we did that on Picsou Wiki, by merging rollback and patroller and giving Rollback the name "Ambassador" and appropriate rights for it. I don't know if it would be possible here though, but since all patrollers are rollbacks here, that could be a way to "create" an usergroup.
I honestly think that CVs here are a real mess, and we need more rules about them. Abolishing them could be a way, but that sounds too strict though.
Alemas' idea is quite interressing though, because MoS, (un)blocking words and features requires admin rights and that sounds logic to let admins deal with that.
